American Citizen Services Only Providing Emergency Services

Location:  Ethiopia

Event:  American Citizen Services Only Providing Emergency Services

Due to rising number of COVID-19 cases and ongoing staffing shortages, the American Citizen Services unit announces further restrictions and the requirements to qualify for service. We will ONLY provide passport service for verified life-or-death emergencies. Life-or-death emergencies are serious illnesses, injuries, or deaths in your immediate family (parent, legal guardian, child, spouse, sibling, and grandparent) that require you to travel to the United States within 72 hours (3 business days).

You must provide:

  • A copy of the bio page of your U.S. passport and proof of a valid visa or residency card showing that you will be permitted to exit Ethiopia;
  • Proof of the life-or-death emergency such as a death certificate, a statement from a mortuary, or a signed letter from a hospital or medical professional. Documents must be in English or translated in English.
  • Proof of international travel (itinerary, ticket, reservation) specific to the emergency

If you believe you qualify for an emergency passport, you MUST email the above documents to us at  Do NOT visit the Embassy without an appointment, as you will not be permitted to enter.

Please note that the renewal of a passport with no emergency or for family visits, routine doctor’s appointments, school, and similar travel purposes do not qualify as life-or-death emergencies.

If you seek other American Citizen services, such as applying for a Consular Report of Birth Abroad for your child, financial assistance, notarials, reporting an arrest, crime or death, please email to with the bio page of your U.S. passport, stating the service you seek, how it qualifies as an emergency,  and a preferred means to contact you (phone or email) and we will contact you as soon as possible.
